Position Overview: The Director, HR Shares Services is accountable for curating an exceptional employee experience through the design, development and implementation of a centralized Human Resources Services Center. The role will lead payroll, ability management, benefits and pension administration and support Workday enablement to ensure delivery of HR Services, procedures, and processes. The Director will lead the improvement of the payroll process to ensure the integrity of the data in Workday. This role will be responsible for selecting and managing the team to improve business performance and deliver operational effectiveness and efficiency.

Job Description:

Major Job Functions:
  • Oversees the production of an accurate and timely payroll including rapid escalation and risk management associated with payroll and trouble shoots to provide recommendations for both short-term and long-term solutions
  • Oversees the preparation of reports on a schedule that makes sense based on the data such as gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc. for management and ensures that payroll remittances are made in a timely manner in all jurisdictions
  • Oversees the effective management and delivery of occupational and non-occupational claims management and reporting in line with best practices, legislative environment, and collective agreements.
  • Ensures compliance with internal policies and controls, CBA's, as well as compliance with external laws and regulatory guidance
  • Establishes and reports (bi-weekly, monthly, and quarterly) on key metrics to monitor, manage and improve quality and efficiency
  • Develops and implements process improvements to ensure alignment and compliance with our audit requirements; manage and initiate actions as a result of internal and external audit findings
  • Partners with Total Rewards (COE) to deliver on short-and long-term strategies, plans, policies and standards focused on holistic care for all employees (well, ill or injured).
  • Ensures that employee benefit and pension records are in all applicable systems (Workday and benefit carrier systems) accurate, consistent and compliant with plan rules, internal policy, collective bargaining agreements and applicable legislation through data integrity checks on an approved schedule
  • Partners with Total Rewards COE and recommends best practices for benefits and pension programs and policies and advises on new legislation and market developments
  • Ensures that annual programs such as merit, STIP and LTIP are administered correctly and on the schedule identified by the Total Rewards team
  • Coordinates and liaises with Workday sustainment team to implement and manage new Workday releases, ensuring proper testing of new functionality for payroll, benefits and pension administration
  • Works collaboratively with colleagues in labour relations to ensure accurate interpretation and implementation of collective agreement provisions
  • Builds a continuous service improvement process, and partners with the Centers of Excellence (COEs), HR Business Partners (HRBPs), Labour Relations, Digital and IT and Finance teams
  • Develops and executes a detailed process improvement road map, working closely with process owners and service providers to identify optimal service solutions
  • Partners with others in and outside of HR to provide data driven insights and recommendations to senior management and other internal/external stakeholders
  • Identifies and initiates projects to enhance HR Shared Service team delivery, processes and employee experience
  • Determines and manages staffing levels and workflows to ensure the appropriate balance of resources, processes, and technologies are deployed to achieve intended outcomes and results
  • Ensure HR Shared Services delivers desired benefits of consistency of responses, economies of scale, improved overall transactional task quality, better return on the technology investment, and the streamlining of HR costs.
  • Ensure the integrity and quality of the employee experience through accurate and timely management of payroll, benefits and pension administration
  • Reduce costs through continuous improvement, education and process evaluation
  • Enabling technology and consistency in core HR Shared Services processes for Canada
  • Engaging key stakeholders (Finance, IT and HR) proactively and delivering key business information and reporting to inform budgeting, annual planning and audit requirements


Specific Skills & Knowledge:
  • Well-developed Workday aptitude including the ability to run reports and analyze and troubleshoot problems (related to payroll and benefit and pension administration)
  • Advanced skills with Microsoft Office programs, particularly Excel
  • Excellent team-building and leadership skills
  • Sound organizational, analytical, judgement and decision-making skills, with proven abilities in problem-solving
  • Strong oral and written communication and interpersonal skills, with an ability to build and maintain relationships
  • In-depth technical knowledge and understanding of payroll process design, ability management administration and pension and benefits administration including the associated legal and regulatory frameworks
  • Strong technical knowledge of payroll and benefit and pension administration
  • Expertise in the design, development and implementation of HR programs within a complex, matrixed organization


Education & Experience:
  • Bachelor's degree in Human Resources, Business Administration or related field
  • Certified Payroll Manager (CPM) designation or significant progress to achievement
  • 15+ years of extensive human resources management experience in a progressive, fast-paced environment
  • 10+ years of demonstrated experience leading a highly technical payroll and/or ability management or pension and benefits administration team
  • Demonstrated experience developing and implementing large-scale change in program administration
  • Relevant experience managing payroll, ability management and pension and benefits teams in a multi-union environment and across multiple provincial jurisdictions
  • Experience with ERP or HRIS system implementation and sustainment activities (Workday preferred, SAP an asset)
  • Experience within a medium to large-sized organization with domestic and international operations
