About the Organization

Athabasca Tribal Council(ATC) provides essential services to the 5 First Nations within the Regional Municipality of Wood Buffalo (RMWB). These communities are Athabasca Chipewyan First Nation, Fort McKay First Nation, Chipewyan Prairie First Nation, Fort McMurray First Nation, Mikisew Cree First Nation. 

We are made up of a Board of Directors, a CEO who oversees 6 active departments and 30+ employees in 3 locations. Our main office is in Fort McMurray, with local Child & Family Services offices in Edmonton and Fort Chipewyan.

About the Opportunity 

Athabasca Tribal Council is seeking a Director of Child and Family Services to join its dynamic and self-motivated group of professionals. 

Reporting to the Chief Executive Officer, you will be responsible for the overall management of the Child and Family Services that provide family enhancement, intervention services and Kinship/Foster Care to our affiliated First Nation communities.

More specifically, you will provide expert specialized advice to the ATC and various stakeholders while administering, monitoring, and evaluating the delivery of the Child and Family Service Program. You will also be responsible for the financial management of the Child and Family Service Program along with the monitoring of best practices from Alberta and other jurisdictions to help communities achieve quality services. 

This is a unique opportunity for a Director of Child and Family Services who is interested in becoming a key member of an organization that provides essential services to all of the First Nation Communities of Alberta. 

Your responsibilities will include, but are not limited to:

  • Administering, monitoring, and evaluating the delivery of the Child and Family services program and culturally relevant services and approaches.
  • Establishing and ensuring the implementation of goals and objectives of the Child and Family services program which reflect the direction of the ATC.
  • Leading/Participating in any ATC Child and Family services governance, sub-committees or technical committees as directed by the CEO and ATC Board of Directors. 
  • Working with supervisors in weekly scheduled meetings to provide direction, receive team reports on clients and ensure all are meeting ATC departmental targets and Provincial Case Management standards and maintaining awareness of potential red flagged client/political/media issues.
  • As requested, supporting supervisors and Child and Family Services team members to provide direction on case consultations, alternative options planning and strategies to protect clients and support families and family enhancement strategies.
  • Ensuring ATC staff, CEO and associated governance committees have up to date information on Children and Family services legislation, policies, and amendments.
  • Completing annual performance evaluations of Children and Family Services staff in order to ensure work performance is meeting ATC standards and deliverables. 
  • Ensuring all staff participate in the Child Protection Services training (Delegation Training) and any other training that is applicable to their position and the Child and Family Services program.
  • Preparing, controlling, and monitoring the operation of the program budget to ensure good financial control of authorization and outgoing funds.
  • Reviewing all monthly reimbursement claims before they are sent to Indigenous Services Canada. Also reviewing all purchase orders, authorization and expenditures.

To qualify you must have a Bachelor of Social Work Degree plus 10 years of progressive management experience working with a First Nation and/or Provincial Children's Services Department. You will also need to be registered with the College of Social Workers. An equivalent combination of education, training and experience may also be considered, master’s level degree in an appropriate field preferred.

Previous management experience working within a First Nation and an understanding of the Aboriginal Cultural Values and Traditions will be essential to your success, as is knowledge and the ability to work with people with diverse practices, cultures and beliefs. The ability to speak Dene or Cree along with knowledge of the cultures of the affiliated ATC First Nations will be an asset.

You will also possess:

  • A current Criminal Record Check and a Child Intervention Record Check.
  • A valid Alberta’s Driver’s license.
  • Proven leadership and organizational skills.
  • Demonstrated verbal and written communication skills.
  • Understanding of and experience with First Nation administrations.
  • Excellent computer skills.
