Position Overview: The Manager, Health and Safety, & Environment (HSE) Manager leads the OEM HSE program by working in conjunction with management at all levels to ensure the compliance and understanding of the program throughout the organization. This is supported by high-level administrative, tactical and strategic activities allowing the incumbent to be successful in undertaking his/her duties. The incumbent is expected to not only forge relationships internally but externally as well, engaging with external business partners. Key responsibilities include implementing safety programs as well as practices and procedures to reduce frequency and severity of accidental loss from injury and/or property damage.

Job Description:

Major Job Functions:
  • Through effective leadership, develop, implement and monitor OEM's Safety program including safe work procedures to meet operational objectives and initiate corrective action as required
  • Ensures compliance with corporate policies and legislative requirements. This is facilitated by identifying and communicating pertinent regulatory requirements and assisting in the development of compliance strategies for various business areas
  • Coordinates and leads external Occupation, Health & Safety (OH&S) & Workers Compensation Board (WCB) annual audits review for conformance and applicable regulatory changes
  • Ensures roles and responsibilities are clearly defined, understood and acted upon by all levels of management, employees and the Joint Health and Safety Committee (JHSC)
  • Co-ordinates JHSC activities, performs quarterly plant safety inspections and maintains corrective action list
  • Provides a highly visible presence in all groups and/ or departments
  • Performs monthly safe work practice / behaviour surveys with managers
  • Produces reports and statistical information, analyzes trends and presents findings and/ or recommendations to management
  • Seek continuous improvement to safety by conducting daily, monthly and quarterly and annual inspections (e.g. lifting device inspections, MBWA etc.); hazard analysis, periodic and annual audits and implements subsequent action plans. This includes field level risk assessments and safe work observation process
  • Provides leadership by instilling safety goals, objectives and measurements; fosters good staff relationships in order to gain commitment from all employees
  • Establishes and maintains a proactive training program (personally or through external vendors) directed toward hourly and salaried employees including but not limited to WHMIS, Accident Investigation, Lockout procedures, First Aid, Crane safety services, Forklift truck etc.This includes health and safety orientation to all new employees
  • Works with the various business area cross-functional teams and management to review the ongoing effectiveness of the OH&S on-site program/s
  • Manages and maintains safety related data (i.e. maintaining MSDS info database and updating safety program manual/s)
  • Leads the Joint Health and Safety Committee which includes but is not limited to plant audits, accident investigations and safety promotion plans
  • Provide documentation necessary for WCB case management and/or the adjudication of claims and appeals for work-related accidents and injuries
  • Participate in partnership with Human Resources, line-management and WCB in the rehabilitation for early intervention and manages the modified duty and/or return to work programs
  • Contracts with suppliers for PPE, physical assessments, noise-level testing; ergonomic improvements
  • Holds regular meetings and provides direction to volunteer Emergency responders and Standard first aiders regarding corporate policies and Emergency response management.
  • Issues and co-ordinates confined space entry and hot work permits
  • Remains in contact and available for calls as required by cell phone or alternative communication device

Specific Skills & Knowledge:
  • Demonstrated leadership skills
  • Strong Business acumen understanding of cost and opportunity management
  • Proficiency in MS Word, Excel and PowerPoint.
  • Displays strong leadership and organizational skills with strong attention to detail
  • Articulates a passionate philosophy and vision for Health and Safety and how it relates to organizational culture
  • Possesses the ability to establish relationships and interface with customers and employees at all levels of the organization
  • Comfortable in leading meetings and formally presenting recommendations
  • Leads multi-disciplinary teams in incident reviews and problem solving
  • Portrays ability to manage multiple activities simultaneously
  • Possesses effective verbal and written communication skills
  • Possesses strong knowledge of industrial hygiene, safety compliance, and hazardous waste regulations

Education & Experience:
  • 6 years + experience in an OH&S role and minimum of 2 years' managerial experience
  • 5 years + related experience in an operation, field or process industry
  • Post-secondary degree in a related field
  • CRSP or CSP designation is considered an asset
  • Practical experience developed through previous implementation of safety programs
  • This is a minimum 12 month temporary role
