Work Arrangements
These regular probationary faculty positions will be based at the Surrey & Langley Training Centres (one position per location) with regular travel required to other Douglas College sites. Travel across the lower mainland and occasional travel to other areas of BC is required.

Workload is assigned each year based on available sections.

The Role
The CCSP is responsible for the development and successful implementation of a portfolio of contract training, community services, labour market and applied research projects. Working collaboratively with the Training Group's core group of Community and Contract Services Programmers, you bring innovative leadership, passion for new initiatives and vision to program teams.

You will be responsible for the design, development, and successful implementation of a wide range of training and community-based projects, ensuring that contractual commitments are met and revenues exceed all direct and indirect costs. A primary responsibility of this position is proposal writing including the identification, sourcing, and development of new opportunities.


Project Development
    •Identify program opportunities and project concepts to meet market needs and funder priorities •Source and respond to CFP , RFP , RFQ and other project requests •Design new programs for proposals and oversee curriculum development to support program delivery •Write proposals to secure funding for new initiatives, program renewal and program expansion •Work with Finance to develop budgets and identify resources required for successful project delivery •Negotiate project deliverables, budget and contract commitments with funders

Project Implementation
    •Manage large, multi-faceted, cost recovery projects in a performance-based environment •Strategically plan the resource requirements for major and minor projects including the realistic identification of resources; facility, technology, equipment and human resource requirements •Identify specific skills and administrative resources required to support projects •Develop work plans with associated deadlines and budget allocations aligned to project implementation •Establish requirements of program and service delivery including coordination with partners, clients, stakeholders and sub-contractors •Ensure timely and accurate project reporting into both funder and departmental systems as required by the contract and the department •Ensure College policies and procedures in relation to self-funded activities, contractual obligations and risk management for projects are followed

Project Management
    •Monitor the activities of each project to ensure projects meet client need and contractual obligations •Ensure all projects operate in a fiscally responsible manner and within the policy framework and budget structures of the College, the Training Group and the Funder •Monitor project expenditures against budget on a monthly basis, take corrective action as required •Monitor and ensure work performed meets contractual obligations, established targets, as well as College performance standards. Initiate and oversee corrective action •Adapt project design, timelines and budgets to changing circumstances, and negotiate any changes with project funders •Oversee contract employees. Develop position descriptions, identify roles and responsibilities, create job postings, review applications, conduct interviews, check references and recommend candidates for hiring. Support onboarding, training and monitor progress. Ensure new hires receive adequate training and support to do their jobs effectively. •Assign work, clarify expectations, and provide support to ensure employees and subcontractors understand the project (its purpose, targets, outcomes, etc.) and their responsibilities towards achieving those outcomes. •Liaise with funding agencies and community stakeholders to contribute to positive program development and change •Ensure the quality and integrity of Training Group programs and services and the College's reputation in contract training are maintained and enhanced •Market and promote projects within the community and to the target audience of the project to ensure client number targets are met •Monitor, analyze and compile data for comprehensive monthly, quarterly, annual or final project reports and business plans as required by the College, contract or funding agency. •Ensure the Associate Director and/or Executive Director is kept up to date with project progress and issues

To Be Successful in this Role You Will Need
    •Bachelor's degree with five years relevant experience or an equivalent combination of education and experience •Demonstrated ability to identify, develop and acquire new projects. This includes proposal writing, budget development and implementation or work plans •Proven writing skills with experience in proposal and report writing •Five years' experience managing teams and resolving issues in a proactive and positive manner •Understand labour market programming, and government funding •Thrives in an entrepreneurial and creative environment; has a flexible and adaptive approach to their work; enjoys the challenge of launching new projects and seeing them through to completion. Able to accomplish this within a college environment. •Demonstrated project management skills in administering complex contracts especially the delivery of contracts with performance metrics and funding tied to outcomes •Project management experience including recruitment, marketing, budget development and financial management of multiple or large projects •Highly developed interpersonal communication and team-building skills •Demonstrated leadership skills including proven ability to foster effective and collaborative working relationships with diverse groups •Strong time management skills - able to work to deadline and manage multiple projects with conflicting priorities. Committed to seeing project tasks completed. •Strong computer skills with the ability to develop proficiency with new systems quickly. •Commitment to continuous improvement; through project evaluation, measurement of outcomes and refinement of activities •Commitment to continuous learning and ongoing professional development
