Within TD Technology, the TBSM Treasury Technology (TTT) is dedicated to support the Treasury and Balance Sheet Management (TBSM) department creating models, financial systems, applications and processes required to support various functional teams in TBSM including Liquidity Risk Management ( both Retail and Wholesale ), Non-Trading Market Risk and Cash Management both in Canada and the US .

Role Overview

TD Bank is seeking a highly skilled and motivated Technology Engineer to lead a team responsible for retail liquidity regulatory reporting across the U.S. and Canada. This role combines technical expertise and functional leadership to deliver critical regulatory reporting solutions, ensuring compliance with U.S. and Canadian regulations. The successful candidate will spearhead major regulatory projects over the next two years, leveraging a strong technical background in Microsoft technologies, including MS SQL Server and SQL Server Integration Services (SSIS).

Responsibilities:
  • Lead, mentor, and manage a team of engineers and business system analysts responsible for developing and maintaining retail liquidity regulatory reporting systems
  • Foster a collaborative, high-performance team culture, ensuring alignment with project goals and regulatory deadlines
  • Coordinate with cross-functional teams, including compliance, finance, risk management, and IT, to ensure seamless delivery of reporting solutions
  • Oversee the design, development, and implementation of liquidity reporting solutions to meet regulatory requirements, such as U.S. Federal Reserve (FR 2052a), Office of the Superintendent of Financial Institutions (OSFI) guidelines, and Basel III liquidity standards (e.g., LCR, NSFR)
  • Ensure timely and accurate submission of liquidity reports to regulators in the U.S. and Canada
  • Drive the execution of multiple high-priority regulatory projects within the next two years, ensuring compliance with evolving regulatory frameworks
  • Optimize database performance, ensuring scalability and reliability of reporting systems
  • Implement data quality checks and validation processes to ensure accuracy and compliance with regulatory standards
  • Collaborate with business stakeholders to translate regulatory requirements into technical specifications
  • Provide functional expertise in liquidity risk management and regulatory reporting processes, ensuring alignment with TD Bank's retail banking operations
  • Lead end-to-end project delivery for major regulatory initiatives, including scoping, planning, execution, and testing
  • Manage project timelines, budgets, and resources, ensuring delivery within the two-year timeframe
  • Communicate progress, risks, and mitigation strategies to senior leadership and regulatory stakeholders
  • Ensure all reporting solutions adhere to internal governance standards and external regulatory requirements
  • Mitigate risks related to data accuracy, system performance, and regulatory compliance

Qualifications

Experience
  • University or post-graduate degree
  • Strong academic background (e.g., computer science, engineering)
  • 10+ years of relavant experience in technology engineering, with at least 3 years in a leadership or team lead role
  • Proven experience in delivering regulatory reporting solutions, preferably in liquidity or financial risk management within the banking sector
  • Hands-on experience with retail banking operations and regulatory frameworks in the U.S. (e.g., FR 2052a, Dodd-Frank) and Canada (e.g., OSFI, Basel III)
  • Demonstrated success in managing large-scale, time-sensitive projects in a financial institution
  • Deep understanding of liquidity risk management and regulatory reporting requirements in the U.S. and Canada
  • Ability to translate complex regulatory requirements into actionable technical solutions
  • Strong analytical and problem-solving skills, with a focus on data accuracy and compliance
  • Exceptional leadership, communication, and stakeholder management skills
  • Ability to work under pressure and manage multiple priorities in a fast-paced environment
  • Strong organizational skills with a focus on delivering results within tight deadlines

Preferred Education:

Bachelor's degree in Computer Science, Information Technology, Engineering, Finance, or a related field Master's degree
