Role Overview

Reporting to the AVP, Enterprise Design & Digital Learning Experience, the Senior Manager, Learning Evaluation & Portfolio Insights provides strategic leadership for TD's global learning evaluation, measurement, and portfolio insights function. This role defines and enables the strategy for how TD demonstrates the efficacy, impact, and value of learning across the enterprise, and provides clear visibility into the overall L&D portfolio health (e.g., work in flight, audiences supported, timelines, and portfolio-level status).

Note: Portfolio operations (workflow processes, intake, resourcing, and prioritization) will be managed by a separate team.

This leader ensures TD's evaluation and measurement practices are modern, data-driven, scalable, and aligned with enterprise priorities-and that portfolio insights are synthesized and communicated clearly to senior stakeholders.

Accountabilities

Strategic Leadership
  • Develop and lead a global strategy for L&D evaluation, measurement, and portfolio insights across all regions and business lines.
  • Establish enterprise-wide methodologies, standards, and frameworks for measurement and portfolio transparency.
  • Monitor emerging trends (e.g., predictive analytics, capability modeling, learning impact measurement, AI-enabled insights) to evolve TD's L&D evaluation capabilities.

Learning Evaluation & Measurement
  • Lead the design, implementation, and evolution of enterprise L&D measurement frameworks, evaluation models, KPIs, and impact methodologies.
  • Oversee creation of insight-driven analysis that demonstrates program effectiveness, learner engagement, business outcomes, and capability growth.
  • Drive modern data practices and automation to improve efficiency, accuracy, and scalability of measurement activities.
  • Translate complex learning and performance data into clear, executive-ready insights that inform decisions across HR, business leaders, and L&D teams.

Portfolio Insights & Visibility
  • Provide enterprise-level visibility into the L&D project portfolio, including work in flight, timelines, stakeholder groups, and portfolio-level health.
  • Develop portfolio insights tools and narratives that support strategic decision-making, resource planning, and prioritization conversations.
  • Partner closely with the Learning Enablement team to ensure insight-generation aligns with intake, sequencing, and resourcing processes.
  • Maintain an integrated view of enterprise L&D work to identify trends, risks, dependencies, and patterns that inform strategy.

Stakeholder Engagement & Influence
  • Build strong relationships with senior business leaders, HR executives, and L&D teams to ensure measurement and portfolio insights support business needs.
  • Serve as a trusted advisor by bringing data-backed perspectives that influence investment decisions, talent strategy, and enterprise prioritization.
  • Represent TD L&D externally in industry forums to benchmark practices and bring back innovative measurement and insights techniques.

Driving Enterprise Impact
  • Ensure evaluation findings directly influence program design, continuous improvement, and future-state L&D strategy.
  • Provide compelling evidence of L&D's enterprise value to shape strategic planning and senior-level decision-making.
  • Champion a culture of evidence-based decision-making across L&D and HR.

Innovation & Scalable Solutions
  • Develop scalable tools, frameworks, and systems for evaluation and insights generation across the enterprise.
  • Drive experimentation and innovation using advanced analytics, technology, and human-centered design.

People Leadership
  • Lead and develop a high-performing team of evaluation, analytics, and portfolio insights professionals.
  • Foster a culture of curiosity, innovation, data fluency, critical thinking, and excellence.
  • Provide coaching, clarity, and alignment with enterprise and HR priorities.

Qualifications

Education

Advanced degree in Organizational Psychology preferred.

Experience
  • 10+ years in L&D, analytics, evaluation, measurement, or portfolio insights, with at least 5 years in a leadership role.
  • Demonstrated experience designing and maturing learning measurement frameworks and analytics capabilities.
  • Experience synthesizing portfolio-level insights in a complex, multi-stakeholder environment.
  • Proven success delivering scalable global solutions.

Technical Skills
  • Deep expertise in learning analytics, evaluation methodologies, measurement frameworks, and data visualization.
  • Experience with insight generation tools and enterprise measurement systems.
  • Familiarity with predictive analytics, advanced statistical methods, and modern data practices.
