The Access Policy Management group within Telecom Policy and Regulatory Affairs (TPRA) is responsible for the effective negotiation of access and/or crossing agreements with municipalities, support structure owners, building owners and other entities such as hydros, pipelines, railways, and water commissions. The team advises TELUS business units on access rights and obligations, and advocates and defends exclusive federal jurisdiction over communications.
TPRA is an interdisciplinary team of professionals, including advocates, engineers and accountants that have a knowledge of access network architecture and network procedures and processes. Here's the impact you'll make and what we'll accomplish together
As a highly engaging professional, you will take ownership of existing negotiations and/or access issues and negotiations yet to be completed. You will assume responsibility for research, advice and consultation related to access inquiries and situations, posed by various departments within TELUS. You will undertake orientation to the regulatory processes and procedures within Regulatory Affairs and Access Policy Management and acquire proficiency in relation to the legal and regulatory precedents respecting TELUS' access to land, buildings and structures. •Responsible for the negotiation of access and/or crossing agreements with railway companies, pipeline companies, power companies, municipalities and other public authorities
•Maintain and implement policies with respect to accessing land, buildings and structures to assist business unit clients in operation and expansion of TELUS' infrastructure
•Provides analysis and guidelines for support structure arrangements with carriers including assistance in the preparation and interpretation of the tariff and agreements
•Maintain, develop and coordinate initiatives to assist in the identification, prioritization, and resolution of access issues which impact on the ability of TELUS to successfully meet strategic corporate imperatives
•Research and monitor the activities of the CRTC to identify emerging regulatory and public policy issues of strategic or operational importance to TELUS
•Develop regulatory and public policy arguments, positions and strategies which support and define TELUS business and strategic goals
•Assist and/or lead, as required, work associated with regulatory proceedings, ranging from providing analysis of past decisions and their impacts, to the formulation and drafting of submissions, evidence and arguments
•Communicate legal decisions and strategic direction in a timely, practical and customer oriented manner to the client, including executive and senior management
•Manage and maintain good working relationships with Broadband Implementation, Planning and Engineering and Wireline Networks DevOps, and act as advisor on access policy and regulatory/legal matters
•Engage other areas of TELUS (i.e. Partner Solutions, Government Affairs, Customer Service Delivery, Internal Communications, etc.) as required, coordinating and meeting the needs of the different departments
•Provide research and consultation related to access inquiries and situations posed by various departments within TELUS
•Provide conclusions, recommendations and risk assessments in circumstances where there is ambiguity and/or no clear direction in existing law or other precedents Qualifications: You're the missing piece of the puzzle
•With knowledge of regulation in telecom, including other regulatory bodies in Alberta and across Canada, such as CRTC, ISED, CTA, AUC, OEB, etc
•Known for your thorough researching abilities and excellent written and oral skills, including ability to provide concise, coherent and informative regulatory submissions, recommendations and proposals
•Sought out for your strong negotiation skills with ability to provide creative solutions and negotiate/work under adversarial conditions
•With expertise in either a network-related field (i.e. sales, engineering, access planning, product management, etc.), or a combination of network infrastructure knowledge, including newer more recent telecom technologies, and negotiation experience
•With a Degree or Diploma in Business or Law
•Respected for your knowledge of access network architecture and network procedures and processes
•Confident in your technical skills in MS Office suite of tools and online research
•Expert organizational and project management skills
